Internal research, analysis, and validation performed under Layer-0 authorization. Scientific work is private; outputs flow to Layer-2 only after governance approval.
Layer-2 — Site Surface (this layer)
Public-facing, read-only presentation of approved artifacts. No authority, no execution, no live data, no inference.
Separation of Concerns
- Layer-2 does not execute analysis (Layer-1 concern)
- Layer-2 does not establish policy (Layer-0 concern)
- Layer-1 does not publish directly (requires Layer-0 approval)
- Layer-0 does not perform computation (Layer-1 concern)
