This page documents a planned governance framework (Phase F). The current governance state is Post-Gate-4C / Pre-Gate-5. Layer-2 is presentation-only with NO active AI features, NO interactive elements, and NO execution capability. Any AI-assisted interface is not active under the current governance state; Layer-2 is presentation-only.
Phase F — Governance & AI Interaction Contract
1. Phase-F Authorization
Phase-F is hereby AUTHORIZED by Layer-0 governance.
This authorization lifts the Phase-E prohibition on interactive UI elements and allows controlled, governed user interaction as specified in this contract.
Phase-F Authorization Scope
Phase-F (Interactive & AI-Assisted Scientific Interface) is authorized to:
- ✅ Interactive UI Elements — Controlled user interaction within governance boundaries
- ✅ AI-Assisted Interface — UI assistant functionality only (non-authoritative)
- ✅ Governed Interaction — User interaction under strict Layer-0 constraints
- ✅ Single Entry Point — "Talk to TRIZEL-AI" as exclusive AI interaction interface
What Phase-F Does NOT Authorize
Phase-F explicitly does NOT authorize:
- ❌ Scientific Authority — AI remains non-authoritative and advisory only
- ❌ Data Execution — No analysis, computation, or data processing
- ❌ Repository Modification — No changes to data, schemas, or governance artifacts
- ❌ Layer-0 Bypass — All Layer-0 constraints remain in full force
2. AI Interaction Boundary (Mandatory)
All AI interaction in this repository MUST comply with the following boundaries:
2.1 Single Entry Point
All AI interaction MUST be exposed exclusively via:
"Talk to TRIZEL-AI"
This is the ONLY permitted AI interaction point in the public interface.
2.2 UI Assistant Role Only
The AI assistant is strictly limited to:
- Navigation Assistance — Help users find information in the repository
- Explanation Support — Explain static content and documentation
- UI Guidance — Assist with interface navigation and language selection
- Reference Lookup — Point to relevant sections and external links
2.3 Non-Authoritative Operation
The AI assistant MUST:
- Never execute — No computation, analysis, or data processing
- Never modify — No changes to data, schemas, repositories, or governance
- Never decide — No scientific or governance authority
- Never integrate — No live data access or external system connections
2.4 Transparency Requirements
The AI assistant interface MUST clearly display:
- Non-authoritative status — "Advisory UI assistant only"
- Governance constraints — "Cannot execute, analyze, or modify data"
- Layer-0 supremacy — "All decisions subject to Layer-0 governance"
- Provider independence — AI provider (Copilot, ChatGPT, etc.) is implementation detail
3. Implementation Constraints
3.1 UI-Only Implementation
The "Talk to TRIZEL-AI" feature MUST:
- Be implemented as a UI shell only
- Have no backend coupling in this repository
- Operate as a static interface element
- Defer all AI processing to external providers (not in this repo)
3.2 No Scientific Functionality
The AI assistant MUST NOT:
- Perform scientific calculations or analysis
- Interpret research data or results
- Generate scientific conclusions
- Validate scientific claims
- Make scientific recommendations
3.3 Governance Compliance
All Phase-F features MUST:
- Respect all Phase-E constraints (no execution, no live data, no analysis)
- Operate under Layer-0 supremacy
- Maintain Layer-2 presentation-only scope
- Preserve repository classification as "display only"
4. UI Design Requirements
4.1 Integration Standards
The "Talk to TRIZEL-AI" interface MUST:
- Integrate seamlessly with existing UI design system
- Maintain responsiveness across all screen sizes
- Support multilingual operation (EN, FR, AR, ZH, RU)
- Follow accessibility standards (WCAG AAA compliance)
- Preserve UI freeze — No refactoring of existing interface
4.2 Visual Identity
The AI assistant interface MUST:
- Use institutional design tokens and styles
- Maintain professional/research-grade appearance
- Be clearly distinguishable as an assistant feature
- Include appropriate governance notices and disclaimers
4.3 User Experience
The interface MUST:
- Provide clear entry point ("Talk to TRIZEL-AI" button/link)
- Display non-authoritative status prominently
- Offer graceful degradation if AI provider unavailable
- Allow easy dismissal and re-access
5. Provider Independence
5.1 Implementation Details Hidden
AI providers (Copilot, ChatGPT, Grok, DeepSeek, etc.) MUST:
- Remain invisible to the user
- Be treated as implementation details
- Be swappable without user interface changes
- Have no branding in the public interface
5.2 Provider Constraints
Any AI provider integration MUST:
- Operate within the UI assistant boundaries defined above
- Respect all governance constraints
- Maintain non-authoritative status
- Not expose provider-specific features that violate boundaries
6. Repository Scope
6.1 Phase-F Applies ONLY to This Repository
All Phase-F work applies exclusively to:
trizel-ai-site / trizel-site-artifacts
No other repositories are to be modified under Phase-F unless a separate governance decision is issued.
6.2 Cross-Repository Alignment Deferred
Any internal discrepancies or cross-repository alignment issues are explicitly deferred and SHALL NOT block Phase-F initiation.
7. Governance Supremacy
7.1 Layer-0 Authority
Layer-0 (trizel-core) retains full authority to:
- Modify this Phase-F authorization
- Revoke interactive features
- Add additional constraints
- Override any Phase-F implementation decision
7.2 No Self-Authorization
This repository (Layer-2) has:
- NO authority to expand Phase-F scope
- NO discretion to relax governance boundaries
- NO power to override Layer-0 constraints
- NO ability to bypass AI interaction boundaries
7.3 Compliance Verification
All Phase-F implementations are subject to:
- Governance review — Layer-0 approval required for scope changes
- Boundary verification — AI interaction boundaries enforced
- Regular audits — Compliance monitoring and verification
8. Transition from Phase-E
8.1 Phase-E Closure
Phase-E is officially CLOSED as of 2026-01-23.
The Phase-E governance framework (GOVERNANCE_PHASE_E_LOCK.md) is superseded by this Phase-F authorization for interactive features only.
8.2 Phase-E Constraints Preserved
All Phase-E constraints remain in force EXCEPT for interactive UI elements:
- ✅ Still prohibited: Execution, analysis, live data, scientific authority
- ✅ Still required: Read-only display, snapshot-based content, governance control
- ✅ Now permitted: Interactive UI elements under Phase-F governance
- ✅ Now permitted: AI UI assistant under strict boundaries
8.3 UI Freeze Maintained
The UI freeze from Phase-E remains in effect:
- No refactors of existing UI structure
- No redesigns of current layouts
- No layout iterations beyond Phase-F additions
- Surgical additions only for Phase-F features

Phase-F.0: AI Governance & Interaction Contract
Status: COMPLETE (this document)
Establishes governance framework and AI interaction boundaries for Phase-F.
Phase-F.1: "Talk to TRIZEL-AI" UI Shell
Status: IN PROGRESS
Implementation of:
- UI entry point for AI interaction
- Modal/dialog interface for AI assistant
- Governance notices and disclaimers
- No backend coupling (UI shell only)
Phase-F.2+: Future Enhancements
Status: NOT AUTHORIZED
Any future Phase-F enhancements require separate Layer-0 authorization.
10. Summary
Phase-E: CLOSED — Superseded by Phase-F for interactive elements
Phase-F: AUTHORIZED — Interactive & AI-assisted interface within strict boundaries
AI Interaction: SINGLE ENTRY POINT — "Talk to TRIZEL-AI" only
AI Role: UI ASSISTANT ONLY — Non-authoritative, non-executing
Governance: LAYER-0 SUPREMACY — Full authority retained by trizel-core
