Layer-3 Phase Declaration

This is the Layer-3 System Topology, a read-only system-level linking phase that displays static relationships between TRIZEL accounts, organizations, repositories, and layers. System Overview

Layer-3 provides system topology visibility for the TRIZEL ecosystem. This phase introduces explicit, non-operational connections between GitHub accounts, organizations, repositories, and layers (0, 1, 2, 2.5).

Static only: This interface presents hand-authored, pre-validated data without performing analysis, introspection, or dynamic updates.

No live data: No API calls, no repository introspection, no metadata fetching, no analytics.
