Layer-3 Phase Declaration
This is the Layer-3 System Topology, a read-only system-level linking phase that displays static relationships between TRIZEL accounts, organizations, repositories, and layers. This interface performs no analysis, no inference, no execution, and uses no live data. All data is hand-authored and static. Full documentation: LAYER_3_PHASE_DECLARATION.md
System Overview
Layer-3 provides system topology visibility for the TRIZEL ecosystem. This phase introduces explicit, non-operational connections between GitHub accounts, organizations, repositories, and layers (0, 1, 2, 2.5).
Static only: This interface presents hand-authored, pre-validated data without performing analysis, introspection, or dynamic updates.
No live data: No API calls, no repository introspection, no metadata fetching, no analytics.
Organizations
The TRIZEL system operates under the following GitHub organization:
Repositories
The TRIZEL system operates across three layers, each with designated repositories:
Layer-0: Governance / Authority
trizel-core
Governance framework and policy authority
Authority: Final decision-making power
Role: Policy establishment
Layer-1: Internal Research & Analysis
trizel-lab
Research documentation
Authority: Scientific and technical operations
Role: Research execution
Layer-2: Presentation / Display
trizel-site
Presentation, epistemic mapping, and topology (this site)
Authority: None — presentation-only
Role: Public presentation
Layer-2.5: System Interface / Epistemic Atlas
Location: trizel-site/atlas/
Function: Epistemic mapping
Authority: None — display-only
Layer-3: System Linking & Repository Topology
Location: trizel-site/topology/
Function: Topology visibility
Authority: None — display-only

Topology Constraints
Layer-3 operates under strict constraints:
- Hand-authored data — All relationships are manually created
- Static only — No dynamic updates or live data
- Read-only — No modification capabilities
- No API integration — No GitHub API calls or repository introspection
- No analytics — No metrics, statistics, or usage tracking
- No search — No query or filter capabilities
- No execution — No logic or system behavior
- No inference — No automatic relationship discovery
Documentation
Complete Layer-3 documentation:

- SYSTEM_TOPOLOGY.md — System topology reference
- LINKING_RULES.md — Linking semantics and constraints
- topology.json — Static topology data
Governance Authority
Layer-3 has NO authority. All content is subordinate to Layer-0 (trizel-core) governance. This interface is non-scientific, non-authoritative, and non-executable.
